»Violence in south Nepal:Incidents of murder, kidnapping, looting andother criminal activity have seen a resurgence in the eastern and centralTerai plains districts in south Nepal after the Constituent Assembly (CA)elections.
»Election:Nepal's Election Commission announced the final list of candidatesnominated to the Constituent Assembly through the proportional representation(PR) race. These candidates will occupy 335 of 601 seats in the assembly.Of the remaining seats, 240 will be filled by candidates elected directlythrough the first-past-the-post (FPTP) system and 26 will be filled bymembers appointed by the Council of Ministers.
Atotal of 25 political parties shared the PR seats, with the Communist Partyof Nepal (Maoist) securing the largest number, 100, followed by the NepaliCongress with 73 and the Communist Party of Nepal (United Marxist-Leninist)with 70. The Madhesi People's Rights Forum and the Terai Madhes DemocraticParty secured 22 and 11 seats respectively.

Civiliansare becoming more vulnerable to attack by militant groups and criminalgangs in the Terai region of southern Nepal as a result of the apparentproliferation of small arms and improvised explosive devices, local analystssay. Easy access to guns has led to an increasing number of killings, abductions,attacks and cases of looting and extortion, they said.
Expertsand analysts lobbying for tighter controls on small arms are frustratedthat no party has yet spoken out on the issue.

TheUnited Nations Mission in Nepal (UNMIN) condemns the killing of Ram HariShrestha which commanders of the Maoist army have acknowledged to UNMINwas committed by members of the Maoist army.
UNMINarms monitors have conducted a preliminary inquiry, the results of whichwill be presented at the next meeting of the Joint Monitoring CoordinationCommittee (JMCC).
