Fuel Crisis in Nepal - Fuel from China

October 2015

The distance from Kathmandu (Nepal) to Kyirong (Tibet, China) is 174 km. The highway connecting Tibet with Nepal via Kyirong passes through the Nepalese towns of Trishuli, Dhunche (the headquarters of Rasuwa district), Syabrubensi and Rasuwaghadi. The Chinese town of Kyirong is situated at an altitude of 2,700 m above sealevel.
The cross border road from Kyirong to Rasuwagadhi was reopened in December 2014. The road has been used for the transportation of fuel, goods and heavy equipment for the construction of a number of hydropower projects in Rasuwa district.

This road has historical importance for cross border trade between Tibet and Nepal from Lichchhavi and Malla times.

The Syabrubensi - Kyirong road is linked with the Chinese government’s railways projects in Tibet.

In September 2014 the Chinese government has agreed in principle to extend the Qinghai-Tibet railway to the Nepal border in the future.

India has imposed an unofficial trade embargo on September 22, 2015. The embargo has caused a crippling shortage of fuel, cooking gas and foodstuffsin Nepal. The shortage of petroleum products has hit the Nepalese economy hard.

On October 29, 2015, Nepal has signed its first oil trade agreement with China. The China National Oil Corporation (PetroChina) has paved the way for an agreement, which would make China an additional long-term oil source for Nepal.

On October 31, 2015, the Chinese government was providing 1'000 tonnes of petrol as grant assistance to the border area. The Nepal Oil Corporation has dispatchedmore than 100 tankers to Kyirong. The Nepalese tankers have travelled 28 km across the border to meet the Chinese tankers. The Chinese has refilled Nepalese tankers with a capacity of 12’000 litres each from their tankers. After loading and customs clearance the tankers have returned to Kathmandu on October 31, 2015.
